Monuments like this and even arches over the road were put up by counties in the early 1900s when roads were improved.

This specific one probably used to be about a mile east along the old <a href="//commons.wikimedia.org/w/index.php?title=Dixie_Highway&action=edit&redlink=1" class="new" title="Dixie Highway (page does not exist)">Dixie Highway</a> (now Dixie Way), and would have been moved when the new road was built.
