2. Arrondissement of Pamiers, (subprefecture: Pamiers) with 115 communes. The population of the arrondissement was 58,442 in 1990, and was 61,058 in 1999, an increase of 4.48%.
3. Arrondissement of Saint-Girons, (subprefecture: Saint-Girons) with 82 communes. The population of the arrondissement was 26,223 in 1990, and was 26,033 in 1999, a decrease of 0.72%.
